With no cell service how are we supposed to get our weather and briefing prior to departure?
Local and remote weather and TFR status is available on any radio frequency. A worker on the ramp can give you access to a computer with internet for a complete briefing.

what about 91.503? A PIC shall ensure that the following flying equipment …. are accessible for each flight … (2) a Cockpit checklist containing the procedures required by paragraph (b) of this section. Paragraph (b) lists checklists for starting, before takeoff, etc. I guess that doesn’t require use only presence of the checklist?
A good pilot practices the various flying techniques such as stalls slow flight, short and soft field techniques on a regular basis to maintain their flying skills.

POH has to be in the plane. POH has operating limitations.
Yep. FAA says you can fly in IMC after IFR ticket and no IMC. Sure. You have to read between the lines . Be smart
The FAA can't use what you write in your NASA report against you. They might have evidence from some other source, which they *can* use against you.
